Identity in the Fishbowl is a debate session where the audience is the panel. It allows the entire group to participate in the conversation to give their input and perspective. Since 2016 it has become the highlight of the AGM with high levels of passionate engagement and dialogue. The session will summarize, in a crowd sourced way, the key take away messages accumulated over the three days of discussion, and will identify the road ahead for policy-making, technological and operational challenges.

THE IDENTITY TOOLBOX
The Identity Toolbox provides best practices and latest developments — policy, technical, business practices – around key capabilities that must be in place and deployed by any identity system irrespective of the application or sector. In totality it is expected to cover advances in enrollment and onboarding, authentication, biometrics, mobile, cloud platforms, machine learning, artificial intelligence, PKI, plus document and data security. Experiences from border management, elections, health, education, civil registration, passports and visas, among others may be presented as examples to illustrate the power of the core capabilities advancements.

DATA 2020
ID4Africa will take advantage of the presence of data regulators at its Annual Meeting 2020 to launch a new kind of dialogue that could have significant impact on the development agenda. These regulators are there to participate in DPIS (Data Protection in Identity Systems). Their presence represents an ideal opportunity to bring forth a multi-perspective dialogue engaging the technology innovators, the regulators and policy makers, and the digital rights proponents and civil society all within the context of identity data and digital identification systems.
ID4Africa Data 2020 is a full day symposium that consists of 4 sessions dedicated to exploring the interplay between privacy and security on one hand and innovation and growth on the other.

InF1: DIGITAL (VIRTUAL) IDENTITY

This session, which kicks off the 4-session thematic track, provides an overview of the role of digital (virtual) identity (DI) in supporting economies and the digital transformations of government and enterprise interactions with citizens and consumers. The overall track consists of two sessions of presentations, followed by a spotlight session focusing on a special application of digital identity, namely G2P transfers, and a fourth session which is a panel discussion that sums up the day and sets up the roadmap for digital identity as viewed from multiple perspectives.

InF2: GENDER EQUITY IN ID SYSTEMS
This session features a lineup of world-renowned researchers and experts who examine the question of gender equity in ID systems. It presents evidence and case studies regarding barriers to access and explores policies required to ensure that ID systems overcome inherent exclusion risks and empower women instead of leading to outcomes detrimental to gender equity. The session consists of a series of presentations followed by a panel discussion.

InF3: INCLUSIVE TRUSTED ENROLLMENT AND ONBOARDING
This session presents case studies and latest developments in enrollment and onboarding processes. The objective is to characterize the best practices – policy, technical, business – that have been demonstrated to lead to inclusive trusted enrollment as the entry point to identity systems irrespective of the sector.

InF4: IDENTITY DATA RISKS
The session explores the range of risks that emerge when data accumulates either through enrollment or through identity-enabled use. It starts with a series of presentations from front-line practitioners on data protection and privacy, followed by a panel discussion that brings together representatives of data protection authorities as well as identity authorities to join the dialogue.

InF5: DIGITAL IDENTITY AND SERVICE ECOSYSTEMS

This session takes the dialogue of InF1 forward by exploring the types of service ecosystems that can be empowered by the different forms of digital identity. The focus of the session will be on digital identity schemes most relevant to Africa where lack of infrastructure poses severe challenges for the deployment and scaling of such schemes, and where the requirement of inclusiveness and access to all groups is of paramount importance. The objective is to demonstrate viable functional applications built on trusted digital identities for people, easily accessible from points of services. The link of these schemes with authoritative or official foundational identity will also be explored.

This session focuses on authentication as a core component of any end-to-end biometric system in any context. It explores the cutting-edge innovations and potential schemes, with emphasis on security and vulnerability of data. InF8: RISK MITIGATION
This session is based on the premise that within the development context, one cannot rely on institutional capacity to monitor and enforce data protection laws, and as a consequence, risk mitigation needs to be assured by design and needs to allow individuals to maintain control over their data. This session provides an overview of technological solutions, system and security architectures or designs for data protection, privacy innovations and tools, practices for enhanced transparency, and institutional and legal frameworks that could help address the observed data risks while allowing for controlled data access and data sharing.

InF9: DIGITAL IDENTITY FOR (G2P) SERVICES

This spotlight session examines G2P payments as a form of a digital identity-enabled service and explores the range of experiences around the platforms that have proven to be effective in countries with similar developmental context as Africa. It also explores whether commercial off-the-shelf platforms could be leveraged to affect G2P payments in a cost-effective way. The role of the credit providers, commercial banking and telecom sectors will be explored.

InF11: SECURE IDENTITY CREDENTIALS
The session will holistically explore the subject of secure credentials, examining the available options including physical and virtual credentials, and the expectations for its production, and the experiences that have already accumulated with this most familiar form of identity proofing. It will address the mechanisms for securing it, producing it, delivering it, using it and managing it throughout its lifecycle. The discussion will necessarily cover smart cards, mobile credentials, PKI, security printing, holograms, among other mechanisms for token security.

InF12: DATA MOBILITY
This session builds on discussions in Session 2 in this Thematic Track and takes it towards a pro-growth, pro-innovation perspective to examine practices that ensure people are not denied the benefits of their data assets and that the growth of economies for the overall benefit of society and for poverty eradication is not compromised through restrictive approaches to data. Key to achieving that goal is data mobility. This session examines the specific types of investments needed to cultivate a data ecosystem that is both trusted and creates value for people, markets, and government.

InF13: DIGITAL IDENTITY ROADMAP

This session brings together a panel of experts that will discuss what transpired in InF1 and InF5 and will explore the scaling and the roadmap of digital identity schemes and the role of the different actors in the development of the identity and service ecosystems. InF14: INTEROPERABILITY, SECURITY AND TRUST FRAMEWORKS
This session explores the ingredients that give digital ID systems the interoperable trust they need by sharing the world’s experience with such frameworks (eIDAS, and ePassport as universal inter-operable ID document). It also focuses on how e-signatures and PKI ecosystems can be implemented in context of state recognized mID and eID to add trusted verification and non-repudiation to the interactions that are enabled by the secure credentials.

D1: DPIS
DPIS (Data Protection in Identity Systems) builds on the foundation established by the first data protection meeting in 2019 (RADPA) and shifts the conversation forward while still focusing specifically on identity systems in Africa. It is held as a side meeting to the Annual General Meeting and is open only to the Data Protection Authorities in Africa (DPAs) and invited international and civil society actors in this domain.

The side meeting on Data Protection in Identity Systems (DPIS) will build on the foundation established by the first RADPA (Roundtable for African Data Protection Authorities) meeting in 2019 and will shift the conversation forward while still focusing specifically on identity systems in Africa. It is open only to the Data Protection Authorities in Africa (DPAs) and invited international and civil society actors in this domain.
The purpose of DPIS is to promote a pan-African dialogue within the data protection community, to allow the authorities to network and coordinate their positions on matters related to privacy and data protection, as they pertain to identity systems. This is a session of dialogue among the African DPAs and their allies that will focus on their concerns, priorities, and goals.

Background
DPIS (formerly known as RADPA) was first introduced at the 5th Annual Meeting of the ID4Africa Movement in Johannesburg, South Africa in 2019. The event was lauded by the identity community and received press coverage for taking the lead in initiating a discussion on privacy and data protection between concerned authorities.

ID4Africa recognizes the acute need for continuing professional development in Africa around identity matters. To respond to this need, a new initiative, called Continuing Development for Identity Professionals (CDIP), is being launched in 2020, and will take the form of a one-day training and capacity-building workshop that follows the Annual General Meeting. The objective is to expose African civil servants to the latest thinking and business practices, and to ensure they have the updated knowledge required to launch and sustain not only responsible foundational identity systems, but all ecosystems that rely on them for service delivery.
In 2020, CDIP is planned for a capacity of 100 Fellows and relies on expertise and instructors from ID4Africa and its development partners such as the World Bank. These Fellows will be selected through a needs- and merit-based admissions process, similar to that used by the ID4Africa Fellowship Program.
