Josias TARADOUM began his career as a Teacher at the Official School of Miandoum, then became Director of the school in the Center of Bébédjia before being admitted to the National School of Administration and Magistracy (ENAM) where he subsequently joined the local government sector. After leaving ENAM, he was assigned to the Ministry of Territorial Administration and Decentralization and was appointed Head of the Studies and Foresight Service. In March 2013, he held the position of Civil Status Officer within the Support Program for Good Governance (PAG), funded by the European Union. This program supports the Ministry in charge of civil status in the creation of a national center of civil status, trains Mayors and Agents of civil status, magistrates and communicators on the texts governing civil status in Chad and contributes to the popularization of these texts. Mr. TARADOUM was also named by the decree nº 4072 / PR / PM / 2016 of October 10, 2016 of the Prime Minister of the Republic of Chad, Deputy National Coordinator of the National Steering Committee of the Global Assessment of the civil status system by the APAI-CRVS method. He carried out capitalization missions in matters of civil status at the Ministry of Territorial Administration and Decentralization in Cameroon and at the National Center for Civil Status in Senegal and several conferences on civil status in Africa. Mr. Ahmed Omar Djama began his professional career in the office of the Ministry of Transport where, between 2008 and 2010, he contributed to the project for the development and modernization of transport chains (corridor and urban roads). In 2010, he was appointed head of the state rolling stock, a post he held until August 2017 when he became Director General of Population and Family (DGPF) in the Republic of Djibouti. When he took office, he undertook to modernize the DGPF with the computerization of business procedures. To do this, he launched a major reform process aimed at improving the civil status and identification system. Among the first reforms he initiated was the civil status reform strategy and the development of a civil status guide and manual with the aim of implementing government policy on civil status and personal identification. As Director General, he played a key role in setting up the biometric identity management system which aims to provide the country with a reliable and secure national population register. This biometric identity management system for which he is currently responsible includes the National Identification Number and the national register of natural persons. Mr. Ahmed Omar Djama has placed identity and civil status at the heart of his reform program which he has just embarked on. He believes that all citizens of a country should have an identity. To do this, he has set up a mobile application intended to facilitate access for the rural population to make declarations of vital events over time. In addition, he also leads the work of the project to set up mobile offices intended for the enrollment of the population in the most remote areas of the country. As part of his duties, he undertook the construction project of 11 enrollment centers throughout the territory and the construction of a new building for the Directorate General for Population and Family with the establishment of a data center for hosting the biometric identity management system. He follows and supervises the digitization project of the national archive of the General Directorate of Population and Family. He initiated for the first time in the Republic of Djibouti the first edition of National Week of Identity. Mr. Djama was appointed Technical Advisor to the Minister of Social Affairs and Solidarity in June 2023.

Mr. Moustapha Mohamed ISMAIL is Director General of the National Agency of Information Systems (SI) of the State at the Presidency of the Republic of Djibouti. He has worked on the development and implementation of the Djiboutian Government Datacenter which not only contributes significantly to pooling in the state’s IT resources, but also offers the State a common multi-service platform for hosting administrative computer applications. He currently pilots the project for the design and implementation of a national system of identification and biometric authentication which aims to provide the country with a reliable and secure National Population Register. In addition, he created a blueprint for the development of electronic services for citizens across the State. He also contributed to the development and implementation of the Social Register project, particularly the technical specifications phase for defining requirements, and overseeing the deliverables and deployment of the solutions that are currently in progress.

Olga is Director-Head of Department of the Applications and Digital Content Department within the General Secretariat for the Digital Economy (Ministry of the Digital Economy). She holds a Master’s degree in Design and Programming and specializes in the digital transformation and development of organizations. She has over ten years’ experience in the digital and public administration sectors. Over the course of her career, she has managed the digitisation process for a number of public and private administrations and structures. In particular, she has provided these organizations with digital governance and integrated data management tools. As co-drafter of the Digital Code, the legal framework for regulating the digital sector in DR Congo, she helped to define a solid legal framework for the development of the digital sector in the country. She currently coordinates and oversees all public policies relating to State applications, public data, digital platforms, digital services for citizens and the emergence of Congolese start-ups. Her commitment to digital technology is both scientific and practical, and she has published numerous scientific articles on digital technology and is regularly invited to speak at conferences and training courses on the subject. Vice-Chair of the Réseau des Acteurs du Numérique and initiator of the TechCd Forum, she is a fervent advocate of inclusive and responsible digital technology, convinced that it can be a powerful tool for the economic and social development of the DRC, but that it is important to use it responsibly.

He is also a member of the Executive Committee of the NGO, Objectif International Science, (under Swiss law). Moussa has also been an adviser for ICT in the Office of the Prime Minister. Previously he also served in this capacity within the Cabinet of the Minister of Finance (2010-2012), and was Programmer Analyst (with specialization in biometrics) at the National Treatment Center (CNT) of the Independent Electoral Commission (2007-2011). Nathalie Kienga is the founder of the African Institute of Cybersecurity and Infrastructure Security which she created in April 2021 in Kinshasa, Democratic Republic of Congo. She holds an MBA in Cybersecurity, International Security and Risk from the School of Economic Warfare. A cybersecurity professional for over 10 years, she has held various positions in multiple sectors (banking, industry, cosmetics) in France and Switzerland. As a leader and contributor to the training and awareness of cybersecurity in Africa, hers is an important voice in the African technology ecosystem. Her strategy is to put education at the heart of technological transformations. In 2019, she created Africa Security Partners, an association whose mission is to promote cybersecurity on the African continent. In 2021, she became Vice-President of Ciberobs, the first cybersecurity observatory in Africa based in Côte d’Ivoire and organizer of the Cyber Africa Forum. Nathalie also sits on the Scientific Committee of the Swiss foundation AFRIA (Agence Francophone pour l’Intelligence Artificielle) and on the Advisory Board of the Ivorian foundation Génération Numérique. A specialist in her field, she advises African companies and institutions on their digital and cybersecurity strategies. In February 2022, she was appointed Advisor in charge of Cybersecurity and New Technologies to the Presidency of the Democratic Republic of Congo. She is also Permanent Secretary of the National Coordination Committee responsible for improving civil status registration systems and civil status statistics – CNC-CRVS. Chaired by the Minister of the Interior and Decentralization, the committee was created as part of the county’s implementation of the APAI-CRVS program. In her role, she oversees the operations of this committee whose main activities consist in implementing Government strategies and directives in the field of civil status. As the CRVS Senior Coordinator in Madagascar, she is the interlocutor between the different sectors of the Administration concerned with civil status, but also between the Committee and the Development Partners who support the reforms of the civil registration system. Helmi Soltani is Chief Analyst, Deputy Director of IT Equipment and Applications at the General Directorate of IT and Application Development in the Ministry of the Interior (Local Affairs). Since 2004, he has been responsible for monitoring the national civil status system MADANIA. Mr. Soltani was a member of the national committee for the upgrading of the National Integrated Administration Network for Local Authorities (RNIA COLLECTIVITES) as part of the generalization of the communal system throughout Tunisia (350 Communes) in 2017. He was also a member of the steering committee for the implementation of the national unique identification system for citizens in 2018; a member of the steering and technical committee for the overhaul of the national civil status system MADANIA, taking into account the requirements of the unique citizen identifier (IUC) system and interoperability with other national systems in 2019; a member of the technical committee for the development of the Citizens’ Unique Identifier Register (RIUC) in 2020 and of the commission for the evaluation of offers relating to the project to overhaul the national civil status management system (2020). He is a collaborator with the National Institute of Statistics (INS) and the National Institute of Public Health (INSP) for the improvement of civil registration and vital statistics (CRVS) and Responsible for testing and reception of the RIUC data access platform (IUC project component) since 2022.

Grace NANYANZI is Information Systems Manager at the Uganda’s National Identification and Registration Authority. She is a multi-skilled ICT professional with well–rounded supervisory and technical expertise. She has extensive practical knowledge in building complex systems, hardware and software specifications, testing and implementation, network support, technical support and computer repairs. Grace has a wealth of experience in ICT policy development, strategic planning, infrastructure design, project evaluation, national identification and registration systems, biometrics systems, and system integration. She was part of the National ID project implementation team that achieved 14 million adults registered within 4 months. In the past, she was also a member of the system specification and testing team and was IT lead overseeing 24/7 operations for a period of one year. She is currently focusing on system integration to ensure various institutions are able to verify identities and share information online.

Baker Birikujja is a legal, regulatory, and compliance leader with over a decade of experience, including more than five years at senior management level, spanning data protection, IT regulation, and cyber security. He is the National Personal Data Protection Director of Uganda’s Personal Data Protection Office, where he leads nationwide strategy, enforcement, and coordination under the Data Protection and Privacy Act, Cap. 97. His earlier career at the National Information Technology Authority, Uganda (NITA–U) included serving as Manager Legal Services, and Legal Officer, Regulation and Compliance. In these roles, he provided regulatory oversight of the national certification of companies and individuals providing IT products and services in Uganda. He also advised on the legal and cyber security implications of cloud services, and Government-wide IT systems. Baker represents Uganda in high-level policy and regulatory forums, including the Global Privacy Assembly, the Africa–Asia AI Policymakers Network, the African Union Data Governance Committee, and the East African Community Data Protection Harmonisation Technical Working Group. He co-authored the Uganda chapter of Wolters Kluwer’s Privacy and Technology Law (2021) and contributed to the AI Policy Playbook for Africa and Asia (2025). He holds dual IAPP certifications, Certified Information Privacy Professional/Europe (CIPP/E) and Certified Information Privacy Manager (CIPM), and the Fellow of Information Privacy (FIP) designation. Baker earned his LLB from Uganda Christian University, a Post-Graduate Diploma in Legal Practice from the Law Development Centre, and a Professional Award in Complaints Handling and Investigations from Bond Solon.

Davies Mweemba Chikalanga is the current Registrar General responsible for the administration and issuance of National Identity and Civil Registration documents in Zambia. Before then, he was Director of Governance, at the Ministry of Justice, where he acquired immense experience in governance issues such as Access to Justice, Democracy, Human Rights, transparency and accountability and Socio-Economic Governance. Mr. Chikalanga was also a full-time lecturer at the University of Zambia where he ascended to the position of Section Head for Sociology, conducted extensive research and published a number of articles. Prior to that, he worked as an Investigator for the Anti-Corruption Commission of Zambia and has continued with the fight at his workplace. Mr. Chikalanga comes to the field of Identity and civil registration with extensive experience which may help to enhance the administration and issuance of these documents.
